Nope. You can't use a modern computer monitor in an arcade machine that needs a standard arcade monitor. Some very new games actually use VGA though...
You *can* use a very old computer monitor with arcade games, but you need one that supports 15.75khz RGB - VGA is 31khz. Suitable monitors were used on Commodore Amiga, Atari ST and Apple IIgs computers. These monitors will be small 13" ones, and work great as test monitors.
