I'm pretty sure you guys are going to say cap kit but...

When I turn on the machine sometimes the screen is just green or showing th egraphics as just green and blue. Shutting it off and turning it on again makes it come on and display as it should.

Does it sound like it could just be a cap kit?

Have you tried the game on a different monitor? Need to rule that out first.

If you have, and it works fine... then you're missing red. I'd do a cap kit anyways to rule that out, and if you're still missing red, check the red transistors on the neck board. Swap red for green or blue and see if the missing color follows that transistor.

Also, depending on the monitor (4600's especially) check for cold solder joints at the pins where you plug in the video cable.

Definitely check the input header for cracked solder joints, also check the neckboard transistors for cracked solder joints. Probably not the tube, since it comes good sometimes.

Ping me if you need any help, I'm local :)
