Question: '80s Arcades Starring Female Characters

If you're gonna go as late as 1991, you can include The Simpsons from Konami. You can play as Marge or Lisa.
Also found a few others (mostly tennis)
Forty-Love from Taito in 1984. It's a tennis game, and both players are female.
Pro Tennis from Data East in 1982. The scoring shows "his" and "hers", with your player being "hers".
Vs. Tennis from Nintendo in 1984. The flyer shows a man and a woman, and player 1 in the game looks female.
Trog from Midway in 1990. The purple dino is named Gwen, so I'm guessing it's supposed to be female :D

One that I can think of at the moment-
Flicky! Mama bluejay, "Flicky", must collect her chicks and lead them home.

I thought about Flicky, but looking at the flyer for it, it specifically mentions him/his for your player:

BTW: actually played a real Flicky the other night...don't think I've ever seen one before in person. Unfortunately the sound didn't work on it.

What is that game discussed here several months back where a naked lady runs through a maze?

Someone else mentioned Quartet, but that should be amended to say Quartet/Quartet 2 and her name is Mary.

This list would be huge, there are tons of games that have a playable female character. You might was well try and compile a list of games where the main character can shoot.
