Qix All LED's lit

I have a Taito Qix that I can't get to work. I have replaced the power supply with a switcher. The monitor powers up but no video. I have changed U41. The board has power. However, all LED's are lit. Anyone know what that means? Any suggestions on how to fix it?

I went over the board with a fine toothed comb and I found two tantalum capacitors missing. Aha! I replaced them and I still get the same thing. :confused: I've replaced every socketed chip and I still get the same results. I don't know that any of the chips I'm using are good because I'm using parts boards to replace them with. Anyone got any suggestions on where to look. It doesn't run a test at startup. It just goes straight to 11 1111.

I just put a new switcher on it using the arcadeshop adapter. I have verified the voltages at the switcher, but not on the board. Do you know where the test points are and what the voltages should be?
