That's odd. Wonder why it'll work fine on a BH with 24V, but not in Q*Bert? Is the 24V really 24? ...or more like 20 or 22?

For that matter, it may run higher on BH. I'll measure it tomorrow...

Measured my knockers: 38DD. No, wait, wrong knocker measurement...

Both Black Hole and Haunted House each show right at 25.0VDC at the knocker coils (and they work fine). Not sure what you end up at the coil with a switcher in Q*Bert, but it seems odd that a couple of volts makes the difference between the coil working fine and not working. Perhaps the switcher can't handle the current draw well? When a coil is activated, it's dang near short until a magnetic field builds up. Not sure if a large capacitor on the 24V line could help much...

On the mechanical side: Make sure you plunger is clean, not mushroomed, had a good sleeve, and moves freely.
