qbert power supply board

i have a qbert power supply board that isnt putting out the proper -19v as the input to U31. the + side of D31/D33 (rectifier) has the right 19.3v but the neg side of D32/D34 that SHOULD have -19.3 only has about -12. Not sure how this happens but that's what i think my sound problem might be. Anyone have an idea how to fix this? i think everything else is reading as it should but i think becuase of this im only getting -9V at connector P3 and not -12v

Can anyone point me in the right direction to fix this? should i replace the rectifier diodes or would it be something else? i think all the diodes checked out properly but not positive of what they 'should' be in circuit
