Qbert Help Please

I have a Qbert that I have rebuilt the pwr supply, reflowed the filter board and gotten to the point that the game will kind of play. However, the moving images (Qbert, for example) are not in the correct places. For example, Qbert will hop but kind of floats around to random spots that are not where the cube that lights up when he lands.

I will try to add some screenshots.

Thanks in advance for any guidance on where to look on the logic pcb.

The above link a qbert trouble shooting guide.

E4 F5 are ic chips you might want to look at according to the guide.

if the character is shifted only horizontal or only vertical I would be looking at the counters in those locations. If both are off I would look at ic chips that have both signals like a buffer chip..

Start by checking the 5v on the main board. Bump it up as close to 5v as you can get.
This issue can be a board problem but can also be caused by the 5v being low.
 
On thing that Mr.Bill (KLOVer) taught me was to measure the +5v on the PCB down in the bottom right corner because it can loose strength as it carries across the board. If you measure from the power supply itself then you might not be getting that much voltage to the board.
