Qbert bootleg - missing foreground graphics

I recently bought -- untested -- the variation 1 Qbert bootleg board as seen on this site (http://www.dsbelec.iinet.net.au/Qbert-Bootleg-1.htm) and everthing looks good except....no Qbert, no Coily, no level #s....no foreground graphics. :(

Any ideas on how to troubleshoot this? Could a switching power supply with the voltage too far over or under 5v cause something like this? I have to move a bunch of stuff around again to access the cab, so I want to have a plan in place before I tackle this.

No, bad power is unlikley to cause such a clean loss of game content. What is much more likely is your board has battery damage which has cut tracks to a bank of RAM, or crippled some logic. I have the same board and although the battery damage looked awful there was nothing actually wrong with the board, others are not likely to be as lucky.
 
That stinks. I was hoping it would just be a bad socketed chip.

I finally had some time to troubleshoot this tonight. Reseated all the socketed chips. Checked voltage. No change. :(
