Wouldn't anything that is stuck to another be a laminate of SOME kind?
I agree it has a plastic smell when you sand it and as far as I know you can't "paint" plastic onto something, I believe it would have to be "Laminated"?
In liquid form, both urea and melamine resins are also used as baked-enamel coatings
Easier restore w/ black only and smaller sideart...

My Punch-Out!! was nine coats of automotive lacquer wet sanded in-between with the finish coat rubbed out to a satin lustre with steel wool. Took nearly two weeks.
DKJR was two coats of Navel acrylic latex and a foam roller. Took two hours

I wasn't that hardcore when I restored my old Punch Out. 2 coats of rustoleum satin black and called it a day

I say do both side by side at the same time. You are going to prime both, so get them both ready for priming, etc. You could be able to shorten the total time that way.
