punchout missing blue in top monitor, any ideas?

I was rebuilding a friends punchout monitors. The top monitor was missing blue. I swapped the video wires and the missing blue moved to the lower monitor..

I checked the wiring from the monitor to the edge connector and its good.

Anyone have any ideas? Can I bypass the filterboard and plug directly into the pcb?
 
My first suspect would be one of the bi-polar PROMs on the motherboard. They contain the color palette. They are located on the smaller board....of the PCB stack.

Clean the legs on the bipolar color PROMs and reseat them if the problem follows the board...
 
I tried cleaning and reseating the chips and no change.

Not sure how hard it is to get punchout color proms. I assume they are custom to the game(Can I steal them off a DK pcb?). I told my buddy it might be a good idea to track down another pcb.

Just have Steph at hobbyroms burn you a new one. Top blue prom is 7f, IIRC.
