When I power on my punch-out the boardset works with graphics problems. If you watch my video you'll see the graphics on the top monitor flicker as if a bad connection or bad chip, or even a bad interconnect cable. The bottom works better with some missing colors. Game will coin up and play. The crackling sound is the game also.

Game has a switching power supply installed.

Excuse the dude screaming in the background, I was watching Band of Brothers while I worked on the game. :D

I know the PROMs go bad on them all the time, though that doesn't look like the typical PROM problem (unless it's all of the top screen ones or something). If you can make it to my party next week and want to bring it, I've got a Punch Out in my garage with a working board (except IIRC has a bad PROM or two). But you're welcome to use it to narrow down your problem by swapping boards/cables/chips.

I think I would unplug the marquee light as get to the bottom of that power issue before worrying about the top screen.

It's amazing the array of problems unstable power can cause. Start with the wall and make sure you're getting good voltage then work your way inward. Grounding the machine can also make a difference. Not saying this will fix your problem, but it might. You don't want to get the potential board problems worked out and then damage something with a faulty power supply or something.
