Punch Out Sprites garbled for title and characters?

Normally I would think this would be a board issue, but I was told otherwise and need to clarify. This was a dual monitor PlayChoice that was changed back to Punch Out. Board was fixed from ElDoradoGames and worked for about 3 hours and now has garble for the title and the boxers (not the green guy).

I was told this is a power issue and I need to check and see if this has 5V on the board. The cabinet gets 5V, my question is how/what is this possible if the PlayChoice runs fine on it and how the heck would I get more power from a Nintendo power supply to the board and where the heck on the board am I supposed to test this? (ICs?)

I am super confused and still do not believe there is a power issue with the cabinet.

You'd check at the middle and last pins on an EPROM... for a 24pin EPROM you'd check +5 at pin 24 and GND at pin 12.

You should get a tech to look at that for you or something... even if you don't have a tech, a well dressed Italian man with a multi-meter and the body of a Greek god should be able to test that for you Sunday'sh.

I seem to recall the Greek God's information on the changer when it was broken on Sunday. I was wondering who was working that a couple of weeks ago!

Got a screen shot?
