PS to JAMMA - help needed with controllers

Hi,
I got from eBay a PS to JAMMA adapter, pictured below. I connected my PS2 slim to it and I have video and audio out but no controller signals. I plugged the oscilloscope to try to see if I got anything on the controller output but I can't get anything looking like a digital protocol on it nor any change when I press any buttons/joystick.

Has anyone seen/can advise about this?
The PCB is connected through a ribbon band to a battery of 20 dip switches, which I don't have the slightest idea what are they suppose to do. I switched a lot of combination of them on and off and power the board down and up but it doesn't seems to change anything.

My thinking is that either
- there is something wrong with the PCB
- or it was meant to work only for PS1 consoles which I have none around
- or some dip switch combination may change the supported console

Any ideas please?

The 2 top connectors are of the board. 4 wire each, top one is marked P1, middle is P2, and the black one is my PS2 controller's one. The weird thing is the 2 connectors have different pins, as per the picture.
