FS Game: Project Space Invaders Deluxe Cocktail

I have a Space Invaders Deluxe cocktail project for sale. The following has been performed:

1. Completely gutted and cleaned. Wiring harness was cleaned extensively.
2. Monitor chassis has been capped and cleaned.
3. PCBs have been capped and cleaned.
4. New glass clips installed.
5. New wood chocks plus levelers installed.
6. Coin door has been disassembled and repainted. Repro decal inside added.
7. New t-moulding on the control panel areas.
8. Control panels have been cleaned and partial decals installed. New buttons.
9. Vent grills and speaker grill were repainted.
10. New locks (2).
11. New player 1 and 2 start buttons.
12. New power cord.

The game comes with a replacement AC fan (not currently installed), two power supplies (one of which was recapped)

What makes this a project?

1. I am not getting the correct voltages from either power supply.
2. The monitor powers on and displays garbage from the PCB but quickly burns a resistor. Haven't tracked down what the specific issue is.
3. The game PCB has unknown issues but is complete. The caps were replaced on both halves of the PCB set.

If you are good with electronics this is the perfect project because all of the cosmetic work has been mostly completed. I just can't find the time to work on this with all the other projects I have to work on.
