I am working on a Asteroids Deluxe where the prior owner touched up around the peeling art. I have the old art stripped and sanded smooth but has a little white paint still around the edges that I dont want to try to sand completely off. I tested a small scrap of the new vinyl and you will be able to see throught it a little where the white paint still is and look uneven. I was thinking of priming with Kilz and sanding smooth again so it will not show through. Could I just prime, sand, then put the new art right on the smooth Kilz or should I prime it then paint it white, let it dry and sand it smooth then install the art. I got the Phoenix Arcade side art.

Don't skimp on the prep work. Prep work takes the most time and effort but will yield the best results in the end. Side art likes to show all the defects after you install it. Sand it smooth, prime and sand again at a minimum.

Another option is to get some white bending laminate and just laminate both sides.

It's perfectly straight and sanded as smooth as a baby's ass now. I was wondering if it is O/K to put the art directly on top of the primer or should I prime, paint (white), sand then apply on top of the paint. Will the art adhere directly on the Kilz primer?

yes the art should adhere fine to the kiltz primer
you should test it on a small piece to be sure.
it is a different vinyl than what I used on this example

I know it worked just fine for us when we did the ShanMans PP cockpit.
as a matter of fact too good after taking it to a show and getting it
scuffed up Jeff wanted to redo a piece a few weeks later and it was pretty hard to remove -IIRC

I have used kilz as a base for sideart with great results. You will need to apply 2 or 3 coats, sanding between coats, which fill voids and texture in the particle board. Will need to fine sand that last coat so that it is smooth like glass. Wipe clean with naptha, dust with tack rag, and have fun.
