Power Supply Voltage Question

Hi there. I have a Cart Fury that I am trying to get going. The person I bought it from said all it needed was a new hard drive so I ordered a new one. I hooked it up and still no luck. I checked my voltages (yes, I am an idiot and never checked them first before anything else) and got the following readings below:

PCB Harness Voltage readings:

+5v (red) = +5.20v
+5v (red) = +5.20v
-5v (yellow) = -4.27v
+12v (orange) = +10.32v

When I pull the power supply itself and check the voltages at the power supply harness I get the following readings:

+5v (red) = +5.20v
+5v (red) = +5.20v
+5v (red) = +5.20v
-5v (white) = -3.98v
+12v (yello) = +10.21v
+12v (yello) = +10.21v
-12v (blue) = -10.12v

Hard Drive Harness Voltages:

+5v (red) = +5.03v
+12v (yellow) = +13.47v

So, it appears that my 12 volts at my power supply and PCB are low. I can't increase the voltage at my power supply because my 5 volts are already at 5.20 volts. The -5 volts at the PCB harness is low at -4.27v as well. What I don't understand is how is the 12 volts going to my Hard Drive +13.47v and not +10.21 volts? Does it look like I just need to buy a new power supply? I found them on twisted quarter for $54.99.

Any help or suggestions would be very much appreciated. Thanks in advance.

don't mess with +5 to alter +12 or -5, ever. those aren't adjustable. if your +12 is low, it means the power supply needs to be replaced.

if you need help sourcing a replacement I can do that later.

unfortunately you don't have much of a choice with the 12 pin power plug. I get everything from Happ otherwise.
 
no way they cost that much. lol. I think TQ just rebadges Happs stuff anyway.

I have the luxury of getting everything at a heavy discount through the company I work for.

Yah, that's a crazy high price. As for my voltage readings, does that Hard Drive voltage make sense to you? Why would all the 12 volts have readings of around 10.21 volts but the Hard Drive 12 volt reading is actually 13.47 volts. Weird no? I could take my power supply apart and check the caps on it. Perhaps it's as simple as replacing some capacitors. Not sure. I'm just wondering if the low 10.21 volts and the high 13.47 volts is causing my game to not boot-up. Fingers crossed that it's the problem.

the only thing on the game that would need 12 volts is the amplifier. as this is Midway Vegas hardware, you should never run the +5 as high as you are now. (the PSU guide in my signature tells why)

I'm going to assume you have a dedicated hard drive power plug coming straight off the power supply, and judging by that, I think my guide is now required reading for you. your JAMMA edge is probably very dirty and you're losing power there.

inspect the JAMMA edge, is any part of it burned up?

Jamma edge looks very clean and shiny. I will clean it up and see if it helps. I will turn the voltage down to 5v as well while I am at it. I am off work now for the day so I am going to go fool around with it when I get back home. Thanks.
