Power supply voltage question, 12v is over 14v

Hey guys,
Got sort of a basic question that I didn't know the answer to. A friend has a couple candy cabs (jamma) and the 12v is reading high. With a game plugged in, and a reading taken at the harness edge connector, he's getting 14.7v. The 5v is right at 5.00v. This is on two of his machines. His other machines are getting around 11.8-12. I tested my own neo cab and it's getting around 11.7v.
Are his power supplies shot? Does this sound like it could damage the boards?

Shameless bump and more info. These two cabs are egret II candy cabs. It's weird that they both have the high 12v (14.7v). Could this have been a "feature" of these, does it sound like this could be normal? I'm about to tell the guy to just buy some new power supplies and forget about it, but if that 14.7v sounds within reason, it'd be easier if he just left them alone. So far, games play fine in both cabs, be he's worried the extra voltage could damage the pcbs. Anyone have any advise?
 
+12's normally just used for audio amps on jamma games... 14-15V won't hurt anything.
