Power supply fuse? power supplu fuse, (game =x men vs street fighter in a Z cabinet)

Ok well i am here again for today's "god your an idiot"question about my x men vs street fighter game. I have finally got into the cabinet thanks to Dr. Morbis but now it is not a setup i have seen before. In the other games i have opened i have seen the glass fuses and wires going to both sides. This one has the chip boards inside a plastic case and the power supply is in a metal box and has a plug like a normal computer. Is the thing on the far right in the attached picture the Power supply fuse? If so how does this fuse work when it is popped? It does not seem to be a switch or maby it is not blown and i am just stupid so that is why it does not move? I think it is blown because the power supply fan does not turn on and the game does not either. The previous owner smashed the plastic around the plug area and the contacts could hit the outer case the way it was sitting. I am not sure if the fuse is something that can be reset like the breaker on your house or if this is something that you just replace. Any help you can give me would be greatly appreciated!

Ok, here are a couple better pictures and a little more info. The writing on the front of this has 5v on it and on the inside/ side it has sb8 250v-50/50hz. Sorry the pics suck but all i have right now is my phone to take pics.

That is a 5a circuit breaker. Test is for continuity just like a fuse. If it is open, push the rocker switch and it "should" close. If it won't lock in the close position, you will need to replace it.
