power drain on Johnny Nero PCB

This might be a silly newbie question
When I measure voltage on a HDD power cord, I get a reading of around 5.2 volts with the Jamma NOT connected to the PCB.
as soon as I plug the Jamma into the PCB, the fan on the power supply quiets down, and the voltage drops to somewhere in the 2V range.
Am I missing something silly? is this normal?
The game will not load or boot anything up and that is the only thing weird I have found.

The power supply and monitor work with a different game, so I am down to either the PCB, the HDD, or my lack of knowledge.
any help would be greatly appreciated.

you didn't try it with the board plugged in and hard drive unplugged.. that's how you rule out if the hard drive is doing it. I doubt it's that though.

I haven't physically seen a Johnny Nero board in so many years I don't even know what's on it. I imagine ICE still supports them though, you could see about advance replacing it with them. it'll probably set you back about $250 but that's one way to get it working again.
 
I have tried it with the drive unplugged.
I just sent ICE an E-mail to see what they say.
 
Would bad capacitors prevent the game from even attempting to boot up or cause the power dip?
upon closer inspection I found the attached questionable chips.

When you say you turn the game on and the voltage drops, I think short and it ups the load on the power supply until the voltage comes way down.

Those burnt up parts could be shorted.
