Power cord has a 'capacitor' linking positive and negative?

Power cord has a 'capacitor' linking positive and negative?

Ok so I was going to replace this ugly old power cord on this game with a nice new one.
I go to the bottom of the cab and start to pull off the connectors for the cord and see what looks like a little red flat disk 'capacitor/whachamacallit' that is soldered to both the positive and the negative cables. It is attached right next to the blade connectors on the cable.

I've not see this before, what exactly is the purpose of having something bridge both wires like this?

And can I just hook up a regular 3 wire cable without this in its place?
 
Hmm, I've not seen one before on a game, is it common to use these?
Should I disconnect it from the old cable and add it to the new one? Or would it be ok to not use it?
 
You can do it without it....but I'd stick it back on there just for that little extra protection since you already have it.
Worse case scenario is after a few good power surges is it will short out and blow the line fuse constantly, then you just snip it off or replace it.

I know I constantly have power surges living out here in the sticks....so I would leave it in place "just because".
 
do these have a 'positive' and 'negative' end or just solder it on one prong to one line?
 
AC Voltage doesn't technically have a positive and negative side by definition Alternating Current. There's Hot and Neutral.
