Possible Power Supply Issue (Neo Geo 2-slot, generic cab)

As a beginner, I am really trying to understand everything one by one. Currently, I have a Neo Geo 2 slot that is not working. It seems, like the monitor is turning on, but the board is not. (or at least there is no boot up menu or the game starting.) I tried another board, which did the same thing, which leaves me to believe that it has nothing to do with that. I have gone through and check all my wiring, and the only thing I can notice wrong is the power supply fan is out. Now from searching other posts before I start one of my own, it seems like when a fan goes out for most, NOTHING works. Which is where I stand confused right now... what else could it be? the monitor? I adjusted the settings of the monitor but it still doesn't change anything.


Any help is greatly appreciated. Thanks for putting up with me newbie-ness.

Do you have a multimeter? You can test the power coming out of the power supply to see if you have the +5vdc and +12vdc. Black wires are normally ground while red is normally +5 and yellow is normally +12.
 
If that is the XT computer style power supply and the fan isn't running, that usually means there is no +12 volts being generated. Likely your power supply needs to be repaired or replaced.
