OK, I actually own and regularly play a Popeye pinball, so I know what I am talking about.
I like mine, and I enjoy playing it. It's a B/W WPC widebody with DCS sound that usually can be had for a rock-bottom price. I paid 800 for mine, and had to do only some minor repairs and a light shop job to get it 100%. I like the theme, and my 7-year-old daughter likes to play it too.
That being said, most pinball collectors consider it a stink-bomb (that's why it goes for so cheap. It has some serious design flaws, and some questionable theme implementation (Popeye + Save the Animals/Environment = were they permanently high during the design phase?).
I also changed all of the bulbs to LEDs - Ablaze 1-LED frosted in the backbox and playfield GI and Cointaker Superbright whites under all of the inserts. I think it looks fantastic - really goes with the goofy cartoon theme and makes the colored inserts "pop".
I'd say if it's really super-nice condition, 800-1000 is the range.
