It looks like this is a VS. motherboard w/ popeye roms. This is NES version of Popeye. Not a bad deal, but the regular PCB would have added more to this kit, I believe the original popeye plays much better.
I'm guessing the confusion is because of the box. The VS Unisystem box he has the Popeye "kit" in was for converting a Popeye to VS, and everything in the box was what was removed from the original Popeye when it was converted to a VS game.
