Popeye - Diagonal moving green lines

I recently got a set of Popeye parts to put inside of one of my nintendo cabinets. Here's the trouble: After plugging in the Popeye harness (or at least I hope I plugged in everything right, I had one connector left over) the game does nothing. No sound, all that appears on the screen are green lines which are slightly angled. These lines shift vertically, gradually from moving slow to fast so it appears to be out of sync with the monitor. Does anyone have a clue as to what might be wrong with either the board or my harness setup?

Which Nintendo Cabinet did you put it in?

Pictures attached, motherboard pic is a bit blurry I know. When I had originalls connected the harness, the 9 pin power connector had been connected to the power supply and the 12 pin power connector was left hanging. After doing some research I realized I had a Donkey Kong cabinet and that the power supply in a Donkey Kong cabinet is different than Popeye (Is that right?) I'm not sure.
Anyway, just to be sure, I wired the harness to a switcher and made sure all of the connections were with the right voltages.
Either way with original power supply or switcher, I get the same result.

I did the reverse of what you are doing.

Looks like you have a couple of issues to start with. It looks like the game isn't booting (Green Screen), and there is a Sync issue.

How is the video hooked up to the monitor? Is the monitor a Sanyo 20EZ or is it something else?

The monitor is a Sanyo EZ, it's in sync.
This cab was a Vs. convertion just to let you know and everything checks out when running Vs. System. (Monitor and PSU work)

I know it's the board, the video board looks like it's been exposed to moisture, some rust and white crystal-like stuff on the pins of some of the chips. Can CPU board run without the video board?
