I am thinking of getting a Blue Elf or one of those multi game systems and restoring a "NOT CLASSIC" cab.
What size monitor would you get? 19"? 25"? Other?
Keep in mind that I am mounting it HORIZONTAL.

I am wanting to play games like
Mortal Kombat
X-Men
TMNT
The Simpsons
Choplifter
Haunted Castle
SplatterHouse
etc...

I wonder what size most of those games were originally played on?
Obviously the bigger the monitor the better, but if they were all played on a 19 inch then I would want that.

i built my multicade with a 19''. if your making a 2 player cab i couldnt imagine going any smaller than that.

For most games, I would say 25" is the largest, and 19" is good too. I would do a 25", just because I like some of the 25" cabs out there.

I would use the size of monitor that originally came in said "NOT CLASSIC" cab you plan on restoring. If you put a 19" monitor in a cab that originally had a 25" monitor, it's going to look small.

of the games you listed I think you're about 50/50. Half were originally on 19in and the other half were 25in. For what it's worth, some games designed for a 19in don't look great when on a bigger screen. You can see the lack of detail which can make them look bad. On the other hand games that were originally seen on a 25in will not look any worse on a 19in. they will just be smaller. Personally on a multi I would go 25in. The only exception is the 60 in 1's because they are all classics that were originally on 19in monitors.
