Police 911 BLUE SCREEN HELP

Replaced the chip with the battery a couple of years ago. Turned on today to be confronted with the blue screen of death. Any hints as what to do next?
 
What are the LEDs on pcb doing? Take a picture of them when it's on the blue screen. The LEDs will tell you me if it's a power, or compact flash issue. Either are the likely problem when a blue screen is present.
 
I finally had some time to pull the game and check it out. The single led is lit at the bottom of the lower jamma connector, the 8 leds near the upper jamma connector scan from 1 to 8 then 1,7,8 are lit for a moment, then shift to 1,6,7 then 3,6,7 then all but 7 then another scan from 1 to 8 then 2,3,6,7 then 3,6,7 then all but 7 again and another 1 to 8 scan and repeats this continuously.

Voltage is good
There are some cases where a PSU can still be bad despite showing good voltages. I would also check voltages at the JAMMA edge connector, clean the JAMMA edge pins and verify +5 and +12 wires are in the correct position. My Namco System 23 pcbs are programmed so that if they detect an anomaly with the voltage, they won't boot.

If voltages and wiring are 100% ruled out, then the problem lies somewhere on the cpu board being a loose BGA on the CPU/Video chip.
 
Perhaps you could point me as to where on this board is the CPU/Video chip. I had a tough enough time socketing and replacing the RTC, it was a success years ago and played great until recently. Replaced the power supply today no help.IMG_1917.JPGIMG_1918.JPGIMG_1919.JPGIMG_1920.JPGIMG_1921.JPG
 
My last suggestion is to reseat the edge connector (if not done yet) and the CF card. It looks as if the pcb has no major defects.

Did you also press on the two BGA chips before powering on the board?
 
Did you ever figure this out? Thinking about buying one with a blue screen situation.
 
I am the only one I know of on the planet that takes in Vipers. One thing I will note here is that I have seen a ton of CF caddies bad in last 10 repairs. I would say half of them were bad caddies. Clean them thoroughly to no success.
