Pole Position with issues. Pix attached.

Any thoughts on what's causing this? Seems like garbled graphics is a common thing with these.

Starts out snowy and some graphics issues, then degrades to the foggy overlay as it gets warmed up.

Has a switcher installed and plays perfectly, thats all I know about it so far.

(Happy to trade someone for a PPII boardset + my cash if anyone's interested)

Set your 5V to 5.07-5.1. My most successful boardset has been running strong for almost 2 years at 5.09V If you are using a switcher, wire the 5 V lines directly to the Test points on the board, and make sure you are metering the 5V there. There could be any of 1000 things wrong, but get your 5V set properly and make sure it is feeding the board directly is your first step.
 
Dick Millikan is your best bet at a more accurate diagnosis of the board. He is a member here and has repaired at least 3-4 Pole and Pole II boardsets for me.
