I have a known good working Pole Position CPU board connected with a PP video board that is causing this RAM 27 error on boot up. I have swapped every single chip on the video board with a known working video board and there is no change....

Look for the buffer chips or the address select chips. That is where I would start.

Actually I just desoldered RAM 27, (it was a 2114) soldered a socket in, and put a known working 2114 RAM and now I am at RAM 29. RAM 29 is actually a RAM that is already socketed, so I quickly swapped it out with a known working one and it didn't change anything. It is blinking between garbage and RAM 29.
