Pole Position garbage on screen.

This pole has been rock solid for years. It's not hacked in anyway whatsoever. It's been moved and mothballed a few times since 2011. Anyway here are a few pictures. The machine is doing the same thing. Before and after cleaning the edge connectors front and back.

I haven't started reseting all the chips yet. I wanted to post this first. Maybe someone has seen this issue before.

Thanks for any input you would be willing to share. I will go now and check the voltages at both boards and report back.

I have 4.85v and 4.86v on the cpu board. Still trying to nail down the test point on the video board.
 
I have 4.88v and 4.89v on the video board. So my power seems to be clean coming from both ar boards.

I hate to just randomly reseat chips. I have a bunch of chips here. I wonder if I have a spare cpu or two. I know I have all the ones required to switch the pole boards over from a pp1 to a pp2...

Time to start digging...

does that garbage move at all or is it static? Look around on the CPU board where the battery would be. If you have any damage that could be your problem.
