Please Diagnose Before I Buy it On Ebay

I'm looking at a game on ebay, which came off a vendor route about 5 years ago. The guy is now selling it, and says it's dead, never worked. I asked him what was wrong with it, so he says he believes it to be the power supply, and that he was going to replace it to see if that resolves the situation. He replaces it and his exact words were "Fixed power supply today, Got it to hum,snap, Fly back spark..".

My question is. . . What the Hell does that mean?? Or better yet did he just kill it, or accomplish anything?

It sounds like he "fixed" it good. At a min. I would say supply is now shot and probably the pcb. Pics of the board would probably not help. A good pic of the supply and wiring might be of some help.
This guy is a rarity, he is honest.
You are probably just buying a cab. and that is how I would bid.
