Playchoice Image Garbled, Messes with other games.

When I put this playchoice game in it screws my system It shows up in the title list, the instructions look great, and the game loads. The game graphics are garbled up but audio works. With this pcb in the system all otehr games do the exact same thing. When taking it out everything works great. Here are the pics of it.

Is it fixable? If it is what would the cost be?

My bad on putting it in restoration topic and not technical topic. I guess it should have gone there.

Is it possible to get this moved to Technical? Where it might have more exposure to the right people. Once again sorry about putting this in restoration. Maybe shortly it'd work here though if I can get the right answer and restore it to working :D.

I live in Columbia. When I say pcb I mean the game pcb. I have enough games to populate the board and none of them have any problems in the system. I put this game in and every game has a problem. If it is the only game on the board it has a problem. I think it needs a new rom chip? I think if the security chip was bad it wouldn't even show in the game list or load. I know one of the chips on it is not factory it doesn't have the typical label.
 
I call these "poison boards". Its usually the security chip thats causing the problem. I have a gauntlet like that. If I put it in all the games are messed up or it resets itself. If you have a similar board you can test the chips one by one and figure out what it is. How I have remedied this is by swapped the chips into a same game board and it works.
