Playchoice 10 Help Request

I got a free PC-10 off the side of the road that was complete. This afternoon I vacuumed it out a bit and tested the voltages.
The AC voltages tested at ~89, ~99, and ~118.
The +5 tested at 5.19 at the harness and the +24 tested at 21.9.

I plugged the main board into the smaller PCB, and then plugged the harness into that, but all I got was a solid blue color on the top screen and a solid greyish color on the bottom. I then noticed that the smaller PCB's connector was cracked (currently glued and clamped), so I plugged the harness directly into the main PCB (not sure if this was a good idea?) and got the same result. The monitors also look the exact same with nothing attached.

Any ideas?

On a similar note, what's the deal with the smaller PCB?
 
O.k. Getting close on this thing. I took the board to cdjump's place tonight and he tracked it down to some bad chips. He burned some new ones and it came up no problem on his Punch-Out. I got it home and plugged it up, and the top screen came up fine, but the bottom screen had some major tearing going on. The screen wasn't rolling or anything, it just had a lot of diagonal tearing.
I switched the cables for the top and bottom monitors and the tearing moved to the top monitor.
