I have a dumb question. I was trying to find those plastic rings that go around the joystick. Can someone tell me what they are called or have a site that sells them.... thanks

I believe they are called "dust washers," if I recall correctly.

Lots of places sell them...Bob Roberts has 'em as does Arcade Shop and probably more places, too.

AFAIK, they are mostly just cosmetic...or did they serve an actual purpose?

The phrase 'dust washer' is your clue here. They are intended to keep some amount of grime out of the joystick. Not that they keep it perfectly clean, but by mostly covering the hole in the CP, they reduce the amount of crap that gets down into the stick, thereby prolonging the life of the stick.
