Pink Panther pinball help needed

OK, so I'm a pinball newbie!
The Good:
Pink Panther coins up, attract mode and sounds work, lights/displays work. Powers up with the 5 second delay, zeros and high score.
Bad:
Selenoids do not fire, self test numbers 16 and 17 FAIL, I get one code (switch 63/outhole) switch on test 19.
I've attempted to reseat molex connectors in the back box, I have tested and replaced fuses for 24V, I have done a voltage test on a selenoid and got 27-30V.
Help! ;)
 
The game actually starts and the display shows a zero as it should for the 1st player but the outhole kicker will never kick the ball over to the plunger, so it just sits there.
I'm pretty sure there are 3 balls in there somewhere...
 
First and foremost, have the ground mods been done to this?

Cool pin! How is the backglass on yours? I always wanted to play one of these but never came across one - love the gameplay....

Thank you for that link! Wow that helps a lot!
The backglass is pretty decent, the only serious flaking is in the girls' face for some reason, the rest is pretty clean.
The artwork on this game is just off the charts, incredibly detailed, all kinds of cool things reveal themselves when you look super closely at the playfield, amazing!

I am at work right now and I do not recall things exactly but this (grounds) is an excellent place for me to start.
If ground mods have NOT been done, how/where do I find the ground connections and what should I do? Clean the edge connectors? I do not know what pins are for grounds on these boards...remember, pinball newbie here! Thanks for your patience!
 
No ground mods. I am unsure which pins are ground, what should I be looking for?
