Picture is wavy on top, Is this just an adustment?

I sold a Golden Tee with a 25" monitor the other day. The picture looks perfect except for the very top inch or so of the screen. It gets distored and sometimes comes back to look normal and then gets distored again. I tried the adjustments on the remote control board but none of them made any difference. I wish I could show a picture but forgot to take one before the guy took the machine home. I'd like to be able to tell him what to adjust to fix this problem. Any ideas?
 
Don't know the make or Model. I took a quick look at the manual that was inside the cab. It is a generic Midway cabinet made for switching in different Jamma games kind of like a Dynamo cabinet but made by Midway. Don't know if all these units used the same monitors if so maybe someone knows which monitor it might be. Since I sold it to a guy I work with I can't just peer in the machine and check it out.
 
I would bet it's a K7XXX series.
Ensure AC plug has a solid ground pin on it
Try adding an extra ground wire running from the monitor frame to your power supply ground.

You might want to also measure the B+ voltage

Measure B+ is becoming the new cap kit answer ;)

also if it has the remote adjustment board that could be the problem (bad pot) and or if the screen is maladjusted (outside of spec) could be cauing your issue as well.

It could be the sync wire if it is going to two spots and maybe should be only going to one of sync pins or vice versa some monitors need it going to the last two spots.
