Definitely reflow the pins on the main PCB, ROM and sound board.

I bought a couple non-working robo PCBs with ROM boards a while ago and that fixed them both

In case it may help someone else someday....the e-clip (keeper) on the bottom of the joystick to retain the 4-way rubber piece are 5/32". My local Home Depot did not carry it but Lowes did.
