Phoenix Power Supply Help

I have a shindengen byg310/02 power supply, it's getting AC but not putting out any D.C. Voltage on 12, 5 -5 etc.

Can I use a standard switcher instead?? The reason I ask is this one has 12, -5, 5, 0v and ground. I assume 0v is same as ground???

have you checked the BR? have you capped it?? i would start there and keep it original and no hacks.
 
bridge rectifier. caps have to be tested for capacitance and esr. they rarely look bad when they are bad.
