Phoenix Cocktail -Different control panels

I just picked up a Phoenix cocktail that matches this Bally flyer, I notice that the Japanese CP is different, was my Bally version US made by Centuri (maybe in Hialeah, Florida?) or Japanese made? its Japanese style but was it built there? Heres photos of both..notice how Bally is missing the twin locks, its a different cab..

The bottom one is more reminiscent of a Taito cocktail based on the twin locks (maybe 7900's), 1-2 player buttons, and coin slot decal. After all, Phoenix was originally a Taito game!

As far as the Bally, I can tell from the flyer that they had a license from Amstar Electronics who were responsible for the US version of the Phoenix PCB for Centuri's Uprights and Minis.

However, I'm not sure if Centuri is responsible for your Bally Cocktail version.
 
I just picked up a phoenix cocktail exactly like the one in the first picture. Oh, and it taito '79 silkscreened in the top glass.
