Are there any flowcharts for troubleshooting game PCBs similar to the ones for monitors?

Not really for any newer pcb's. There were some for the very early space invaders, galaxians, pacman, but very little after that.
I would really like to see some of these.
Check out the respective game manuals. Several of them go into troubleshooting in the early days. Pole position 2 even gets into soldering and de-soldering tips.

Williams Defender has some good service manuals.
Atari has their signature analysis guidelines.
A basic flowchart would be:
Visual inspection
Connections (incl sockets)
Power
Clocks
CPU (reset , interrupts etc)
ROM
RAM
Video
Controls
Sound
