I just picked up a generic 19" Z-Back cab. I removed the lock bar from the front, which was mounted on a big steel plate. Under the plate, I found a 2 inch by 1 inch hole where evidently someone had tried to break into the coint box. What is the best way to repair this? I've seen a lot of use of BOndo, but this is generally for chips, not for holes.

I am thinking whatever I use doesn't need to be perfect, since I am likely going to apply balck laminate over the surface anyway.

This brings about another question, is it acceptable to apply laminate over laminate (it is currently red laminate).

Get a solid wooden dowel the same diameter. If you cannot find one the correct size as the hole, you may have to go larger and bore the hole bigger to accomodate. Tap into the hole, sand if needed.

Fill what you have left with filer or bondo, sand and paint.

If this is beyond your skill set, you can use a nut and bolt, or some kind of press in fit fastener, like a christmas tree fastener.

I didn't think about using dowels That will probably work great for the bolt holes. For the big hole, maybe I'll just cut a piece of MDF to fit and glue it in.

I just cut a slightly oversized tapered plug and then apply a little glue and tap that bad boy into place. Once dry you can sand flush, it sounds like on yours you will need to cut a square plug, but same process. If the hole is irregular I will either square it up or as suggested above drill a round hole so there is a perfect fit with the plug.
