particle board falling apart fix?

whats the best way to spot fix a particle board problem area? I've got this NFL Blitz 99 here and there are areas around the edge that its coming apart like sawdust? Doesn't really look like its water damage, but i guess it would have to be moisture that caused it?

It's still in the back of my blazer or i would post up some pics...just curious if you can use wood hardener on spot areas like that or bondo? or what would be best?
 
Remove the super loose stuff and then use wood hardener in multiple coats. Te best would then be to Bondo it, sand, and restore.

+1. If it is really coming apart badly I will cut out the area and replace it with a piece of plywood the same size and thickness and then use Bondo to fix the seam between the boards.

thanks...never used hardener before so wasn't sure if you had to treat the whole area or if you could spot fix with it. I dont think it's bad enough to have to cut anything out and replace the wood, but it's really got a lot of sawdust flying off of it. I got it unloaded a while ago so i will put up some pics soon and let you guys see what you think.

If i end up keeping this i am going to remove the vinyl and paint it, then just put the conversion kit NOS graphics on it...i've already tracked down a set.
