paperboy: how to remove the handlebar assemblies from the axle???

my paperboy controls will get the full makeover (like a new nickel finish), but in order to do so i must remove the handlebar assemblies from the axle.

the manual tells me that i have to "use a 3/16-inch punch to knock out the roll pin that holds the handlebar assembly onto the axle".

well, i haven't used EXTREME brute force yet, but the roll pin (see attached pics) isn't moving at all when i hit it. do i have to hit it from the top (where the handlebars are) or from the bottom? is this an act of sheer strength? or is there some kind of magic involved? ;)

i don't want to damage my controls because i'm doing something wrong, so hopefully someone will chime in and give me some good advice ...

Get a bigger hammer. Mine were also very hard to get out. I ended up used a set of 18" channel lock pliers to press them out. If you have access to an arbor press, that would be your best bet.
 
If you didn't get it yet, here is mine.
If I remember correctly, the pin is tight through the handle bar assembly and the center shaft, so it takes some force to move it.
