paperboy: how to install the handlebar overlay?

guys, i'm in a kind of dilemma. one of the last things to do for my paperboy restoration is installing the handlebar overlay reproduction from thisoldgame. however, i'm not sure where / how this thing is supposed to be aligned.

the overlay is not big enough to cover the entire handlebar. when aligned directly at the "beginning" of the handlebar (pic 1), there's almost one centimeter left on the back of it (pic 2). this wouldn't be a problem because it's only the back of the handlebar (which is invisible), BUT it would also mean punching holes through the overlay after application and putting black screws through it.

i've looked closely at the paperboy flyer (pic 3) and from the looks of it there are NO screws threw the front of the handlebar overlay, it looks as if the overlay was aligned like i tried to show in pic 4: don't start at the very bottom, move it up about one centimeter so that you don't have to punch holes through the overlay. the black screws would blend in nicely with the black handlebar underneath and the overlay would end right where it's supposed to be on the bakc of the overlay.

i've seen some paperboy restoration and everybody so far has plugged the screws through the overlay, but somehow this seems / feels wrong to me.

what do you guys think?

The original overlay goes all whe way to the bottom edge of the front. The original had cut outs for the screws but either Rich or Chris or both together decided to not put the cut outs and let us make the holes ourselves as it would look cleaner in the end. Ultimately do what feels/looks right to you. Personally when I do mine I will be putting the screws through the overlay.
 
Since i was behind the re-creation of the overlays, i'll tell you how it's supposed to go. The holes were intentionally left out btw.

The front edge of the decal should be flush with the bottom front of the metal shell and it will fall short on the back side. Once you have it adhered, punch out the two screw holes and insert the screws. The original die cut holes that were punched were too large and looked like ass so we left them out which gives you lots of room to move and the screw heads will automatically cover the holes you punch.
