Paperboy Graphics Issues Help!

I have a paperboy that is having some glitch issues. The main thing I am noticing is that when i have the volkswagen coming up on the right side of the screen it shows up on the left side of the screen on the houses faintly.. I tried to take a picture of the glitch also the paperboy is extremely dark on the intro screen as i showed in the pics as well. I have swapped all the ram chips around, I have reseated all socketed chips, I have 5 volts on both test locations of the pcb. I had a friend pull out the roms and verify they are all good. Does anyone have any suggestions? Thanks!

I would try in a different cab just to make certain it is not a monitor issue. Just my .02
 
For starters, I don't think that monitor is right.

I don't see any red. Maybe it's just being drowned out by the blue or something.
Flick the switch to take it into test mode.
One of the test screens is a color setup. (cycle through the different test screens with the right throw button). It has the red/green/blue all at once in different areas. There is also a purity screen that shows a single color (cycle through different colors with the left throw button).

The video board has RAM for background and for motion objects. The schematics show which is which. Some enable line is probably get set when it shouldn't or something.

The ghostly volkswagen being there even without the main sprite showing up on the other side is pretty wacky. So, maybe it's written to an area offscreen, but that section of scroll RAM is being enabled even though it's not in the current 'visible' area of RAM.

There is a scroll test in the test mode too. I don't think it shows any motion objects, but it might point out a problem like described above. You can scroll a section of background left/right/up/down.

Yeah i havent done much to adjust the colors yet. I kind of stopped once the glitch came up. I'll go through the test modes and adjust the colors hell maybe the colors may have something to do with it since they are so out of wack. I also check through the suggestions, thanks kerry.
