Painting over laminate/vinyl help

I recently picked up a Track and Field that needs a little TLC. When I opened the back of the cab, there was flakes of blue paint EVERYWHERE. The blue over-spray from the factory did not adhere very well inside the cabinet at all. It is better in the exposed areas, but it is still flaking off there in spots too. I am in the process of scraping/stripping all of the blue paint off. Once it is all stripped off, how do I go about not letting this happen again? Do I scuff the black and then prime and paint? Scuff and just paint?

Any help would greatly appreciated.

As a side note, under the flaking black paint on the monitor shelf is really nice looking faux wood.....must be remnants of a Phoenix or Pleiades from the factory. The paint sure didn't stick to it very well either.:D
 
Once you get done scraping, give the underlying surface a good sanding (really scuff up that finish), then use an appropriate primer. The primer is the thing that will really do it for you because if you use the right primer, it will bond to the underlying finish, then let the paint bond to the primer.
