Pacman Jr Arcade Cabinet flashing screen

Our pacman Jr cabinet had a damaged cord that I just replaced and now this is all we're getting. The icons on the top flash repeatedly and wipe off the screen every few seconds. Occasionally we see a little of what might be pacman lower on the left. Only a faint audio hiss is coming out. Only thing I can think of is that I may have got the polarity wrong on the cord. I swapped a standard midway type 2 to match the color coding on the old cord I removed. That's a Pacman board hacked to bootleg MsPac, not a Jr Pacman board.

Turn on the test switch -- looks like that's trying to show you a RAM error but with the test switch off, it reboots repeatedly instead of holding on the test result screen.

#3. Check the voltage on the big filter caps -- if the board hasn't been properly DC modded, the diode drops from the 5VDC coming in on the 7VAC pins may be dropping the +5V line too low for the board to operate.
