This is just a TIP on what to do with the Pacman Joystick removal.
There is a rubber grommet which isnt attached to the shaft of the joystick.
But since its rusted on the shaft it has gotten stuck..
NORMALLY you can simply remove the C clip at the bottom of the shaft ,removing the ball, grommet etc.
BUT since the shaft has developed a ton of rust. There was no way of removing it.
So I took the liberty of using my dremel tool.and cutting through the grommet. I removed all the rubber and took it down to the base. Which is a metal ring around the shaft.
Be very careful and always wear proper eye protection.
This is after using the dremel
Then use a flat head screw driver to twist it off ... (this will be hard) use WD-40 or a rust remover to wedge it off.
After removal find and replace grommet..
(I have started a Pacman restore for a friend) Ill start a new post restore on it soon..
