Pac-man pcb help

I have a pac-man pcb with a bob roberts harness for use with a switcher. The brand new power supply I got from bob roberts looks like it was faulty since the +5 couldn't be set lower than 5.15

With this power supply the game was working sometimes and sometimes not. I replaced the power supply with another one I had in a project cab but now I can't get it to boot at all.

I have +5 set at 5.08 and I'm checking voltage off the pins at the edge connector.

Any ideas? Are both my power supply's faulty or is something up with this pcb?
 
I'm gonna go out today and buy a new dmm. Seems like the readings I'm getting from this thing are all over the place.

Will check voltages at the chips with a new dmm and go from there.....
 
UPDATE!

I got a new DMM and the readings from the new one compared to the old one are wayyyyy different. I set the power supply to 5.27 which gives me exactly 5.0 at the chips on the pac-man PCB and now it's working and seems solid.

Check the batteries in the meter that has the voltages all over the place. Hell just replace the batteries and it should be working again.

That was the first thing I tried. I compared both with new batteries and the readings were different.

It was cheap dmm I bought off ebay
