Whelp... my hypothesis was flawed. In fact, it was backwards. LOL! I should have paid attention in high school math.
However, that testing did lead me down an alternate path. Recalling that the used pulley I got was severely worn, I found it curious that the worn spots are where the cable should NOT have been routed. And the cockpit pedal assembly that served as the donor pulley had the cable routed per the manual; on the inner channel. So how could the pulley be so worn? It must have had been cabled wrong at some point in its life.

But by golly, I now get 180 degrees of travel on the pot!

And now the ACELL is reading 00 to 9A. IT IS FIXED! So obviously a previous owner of this pulley was a genius. I figured I should document it here just in case anyone else encounters this symptom.
