Outrun - What Issue Could This Be?

Just trying to diagnose from a picture of the monitor.

Just at a glance, looks like a bad ROM or bad ROM connection in one of the sockets. Or if the picture is completely still, could be the CPU is bad or has bad connections. (If the picture is moving/sprite garbage changing you have CPU activity.) Hard to tell because the photo is a bit blurry, but it doesn't look like your monitor is out of sync or anything. First thing to try (if you have access) is to get in the back of the game and press firmly on each socketed chip and unless they have freshly been pressed, you should feel/hear a slight popping of the chip moving down deeper in the socket. Its kinda like being able to pop your knuckles after they sit undisturbed for a while. Press on them all with the game powered up and see if it wakes up.

I don't know the state of the game/board, so if that doesn't do it a more thorough cleaning of the chip legs, reburning ROMs, new CPU, etc. may be required. Good luck!
 
Also... Just noticed you've been on the forum since 2006, so you probably didn't need all the goofiness about reseating ROMs and what its like :rolleyes: my bad!
Nah, it's all right. I'm just trying to diagnose the probable issue from a few blurry pictures the seller has. I've been looking for an Outrun for about 10 years now. had a nice one but sold it about 15 years ago. After 5 years or so, I decided I wanted to replace it with a mini, but figured I'd take an upright if one popped up locally. Well I finally found an upright locally, but the seller says it worked one day and then this screen just popped up the next. Just wondering if it's a power supply issue or a board issue and if it's even worth dealing with at this point in my life.

Gotcha. Very cool. It could very well be a low +5V or power issue also, I didn't think about that. The fact that it was working recently is hopeful. It doesn't seem like it would be too difficult with the symptoms.
